The "beat" in question is most commonly a musical quarter note, although this can vary depending on the time signature being used. Most electronic dance music is in the 130-140 BPM range. Ambient and other forms of downtempo music are usually below 120 BPM, sometimes well below. Styles such as industrial and thrash generally operate above 150 BPM.
